but Spartans arent normal people they have energy shielding, and alloy plated armor hell with all of that you shouldnt even be able to FEEL a shot from anything less then a heavy caliber wepon, mush less RECOIL from it around, besides its not like they have to put thier eyes to the scope anyways its nerual linked which means you see it over whatever your seeing even if you did get hit and recoil you would still see through the scope, unless YOU zoomed out.
Also there needs to be an idle kick system i was just in a bungie CTF server and 2 guys were on Red just doing nothing and giving us a disadvantage.
But then, let's just suppose that were the case, and that was always the case to begin with. More than likely, you or someone like you would start asking Bungie for auto-zoom out, since a match would soon become a race for the powerweapons in the game. Especially the sniper, cause once he's locked on, you're dead. If you have a plasma pistol, or the starting combo of the BR and SMG, wouldn't you feel a little unbalanced if the sniper could simply snipe you without any auto-zoom-out? That your covering fire with the Battle Rifle wouldn't be able to deter the sniper in any way possible?
Let's reword it once more for clarity. You've just respawned, armed with the starting set of a Battle Rifle and SMG. A sniper overlooks your spawnposition. Now, he zooms in and lines up a headshot. You try covering fire by using the BR, but alas, he pulls off the headshot because aside from chew away minimally at his shields, your bullets have no impact and don't deter him from killing you.
(Oh, and if you really want to get into the techno-realism of the game, then I wll argue that the sudden burst of energy created when a plasma shot hits your shield will disrupt the neural-link between the scope and the HUD.)

However, I will STRONGLY agree with Omnios's suggestion of an auto-kick system. We need one.
