There usually are but with time constraints and whatnot, content is always cut. I can't recall them ever mentioning any specifics regarding what was cut from Halo 1's campaign aside from weapons, but I do remember them saying that Halo 2 allowed them to flush out a ideas/plans leftover from the first game. I know this is a pretty vague answer but I think it's just about the best anyone who didn't work on Halo:CE can give you.

I know a few levels were cut out in Halo 2 (according to the Halo 3 Legendary edition disc). In Halo: CE there was a change to the original objective of "The Silent Cartographer", where the Chief had to assassinate the Prophet in religous command of the Fleet of Particular Justice as well as retrieving the cartographer of Halo.

They cut out massive amounts of content to meet ship dates. Because it was a launch game for the Xbox, the date was absolutely set in stone, and furthermore, they didn't even set the date in the first place. So Bungie had to push to finish a game when in all reality they needed 6-12 months longer.

I've seen several documentaries where dev leads at Bungie expressed this sentiments. Three major examples of the content cut that I've read about are:

1) The arrows on the floor in campaign: Bungie hated that they had to cut corners and direct player flow with actual arrows, but it was a necessary evil

2) The re-use of the same level for both AotCR and TB

3) The massive re-use of textures and environments (e.g. all the rooms looking the same)

Yeah TB could have been done better. They didn't change it much from AotCR. Flood terraforming would have really made it more convincing. This is what TB should have been like in Anniversary. Yet again CEA is outmatched by Custom Edition modders.

I'm rather surprised Bungie managed to eliminate repetitive combat on most levels. While AotCR does have similar rooms, the encounters are what really define them.

IMO, the only area that can honestly be considered repetitive is The Library.
