Is there such a thing as a free dedicated server?

Of course there is.

You could set up an old computer in your basement, let's say, and run a dedicated server from there, and join in that server via another computer in your house.

You won't need it. There is a specific program meant to run it, which is completely product key independent, given you have the maps, which are avaialbe for download, but its a huge download.

Also making custom gametypes will be a pain without another copy of Halo.... but all in all, it IS possible to run it without Halo installed on more then one computer

(Read the stickies, theres some guide for making a dedicated server I think)

You can still run it, but it is not reccomended. It will be slow when you connect to it. I heard having a dual core prossesor can help though.

Software is one thing. Hardware, and more importantly bandwidth, is never free.
