I'd agree with Your MOM is MC - you're describing a writing and design role.
To pursue a role like that, you'll want strong writing skills so you can communicate your ideas. Skills like story boarding will also help.
Education wise, you'll want to look into either cognitive science programs or go to a vocational school like Full Sail that offers specialized game design programs.
However, I'd encourage you to scour over Gamasutra.com for articles related to the game design process to make sure the reality is something you're comfortable with. I tend to hear that games are not the result of a single designer handing material down, but the result of a collaborative process in which design ideas come from all over an organization. Make sure you know what you'd be getting yourself into before you dedicate yourself to this path, then go after it 120%!
