Some people may no that i am a partisan opponent of the thought that every country on Earth would unify itself under ONE central government. Its not plausible. However there is a much more plausible ansewer. When we play Halo we are surrounded by the UNSC. The UNSC is a Military Branch that is involved with Space Weapons. In Halo we see Aussies, Mexicans, Americans, and a few other nationalities. Now Im going to switch gears but I'll come back to this thought. Back on Earth is a thing called the UECC (United Earth and Colonial Coalition). Just like the UN the UECC consists of a plehtora of different nations, but not every single nation. Whats different about the UECC is that unlike the UN the UECC has a Leader. This leader is a country and this country must be voted into the leadership role.

Now this isnt a perfect democracy. The system of Election that the UECC uses is an all to farmiliar system. An Electoral College. This means that some countries votes count more than others. In which way? The value of a country's voting power is the amount of points they posses. Points are achived by a some what complex system. The points are achived by things like a countries GDP, population, civilan life expectancy, Inport Export ratio, etc. The higher and better these things/numbers are the more points a country gets, if you follow me. Then the vote. Any country may vote for themselves or another nation. Generally the large countries like The US, China, and others vote for themsleves. The real vote comes down to who the smaller countries like Norway vote for. Because I'm writing this Im gonna use the US as an example. Say the US was the leader the of UECC. The US would represented by the US president.

Under the Code and Conduct of being a membering country of UECC your country is closely monitored. A nation is forced to release all governmental secrets and advancements such as military advancements. You mite say "Ha, that wouldn't go so smoothely." Actually it would. As long as you knew what another country was doing then it wouldnt be so bad for them to know what your doing. As long as nobody has secrets everyone is willing to give up information on new advancements.

If a country brakes an extreme facet of the Code and Conduct they will be removed from the UECC and have Militray action taken upon them. One of the largest issues is UECC nations feeding info to allied, but non-UECC nations. That is the largest problem and more than 15 countries have been removed from the UECC for such a trangression.

The UECC has one central lauguage. What that exact launguage is is irrelevant because when a human is born a computer chip is put into their braine which as they mature would be fed more information. The UECC's central launguage is one of those things.

The Militray. Although Language is not an issue the UECC still makes every attempt to keep US soldiers with other US soldiers, Chinese soldiers with other Chinese soldiers, etc. The main reason for this is due to Patriotism reasons. The only exception for this is really elite groups of soldiers. Why? because the best of the best get the best, no matter where their from. A good example of this is the Spartans, the ODSTs, and the elite Marines we saw in Halo:CE. They were the best of the best, it was irrelevant where they were from.

As for Colonies. I believe that Colonies are extra country settlements.

And getting back to the UECC leader. They mainly create new laws and make economic decision. In the process of making new laws though the new law has to be approved. The same system of points is used for such votes.
