I wonder the same thing about the DMR.
343 might explain that Spartans need to use every weapon the UNSC have, new or old. However that wouldn't make much sense since ONI pulled Forerunner tech on the UNSC Infinity and the Spartan IV program right out of their ass.
Only, it's a brand new model of the DMR. Not the old one pulled from weapons lockers.

I wonder how in-universe they'll freaking explain bringing the DMR back, a rifle that was REPLACED by the BR in the marines, but not yet the army only.
I don't think the Battle Rifle ever replaced the DMR for the Marines, as the DMR was always "Army." Even still, how do we "answer" the immense diversity in munitions that we have today? How do we rationalize dozens of variations on the exact same gun?
The DMR sits expertly in-between the Battle Rifle and Sniper Rifle. The Battle Rifle is better at a closer range and capable at longer ranges, and the Sniper Rifle obviously excels at farther ranges, so the DMR serves players who would rather not snipe at such a far and precise distance, but still like some breathing room.
Um, I believe it's stated in canon, the DMR used to be widespread, but the Marines phased it out for the BR instead. The Army was the last group that still maintained it's use.
As for the BR, in halo 3 it was great at all ranges. Again, 343 sounds like they are just tossing in weapons to "expand the weapon sandbox" without real canon reasons we can see <_<.
