You also can't explain how the rings have only been activated once. Obviously, with your time travel theory, a mortal being such as the chief wouldn't be able to remember the Oracle. However, 343, who survives through time, would have no problem remembering the Chief - even after 100,000 years, right? Now, the first time you meet someone, you can't remember them. It's an impossibility. However, with a loop, you could remember them the second time you meet this person. In this case, the Master Chief? If the Oracle remembers the Chief, it would be because he remembers him from their "first" encounter.
Now, this could work. But it would also suggest that the Chief was the first to activate the rings. His name is John - and the "first and last" would make sense.
That all said, we can't forget that the Forerunner(s) were waaay more advanced than Humans. And based on your loop, Humans have only had 100,000 years to evolve. That doesn't leave them enough time to gain enough knowledge to make themselves Forerunner. They couldn't create one of these rings if they tried. They just aren't advanced enough to do so.
Now, Gravemind says something along the lines of "Those who built this place knew what they wrought. Do not mistake their intent, or all will perish, as they did before." We know for a fact that Humans couldn't have built these rings. So for your loop theory to hold up, the Forerunner must have created the loop, and they must have taken off, after creating life on these rings/Earth, or whatever. And humans would have to had been the first to activate the rings.
But 343 says his "creators" activated the rings.. Who were his creators? It couldn't have been us. He would have remembered us (100,000 Year Human) if that were the case. And his memories predate Halo. So the Chief could NOT have been the first to activate the rings.
This, imo, makes the entire travel back in time, loop, travel back in time, loop.. Bunk.
