Just wondering if the method of credit farming using the Target Locater to get the Walking Tank and Splash Damage Onyx commendations by reloading a check point can get you Credit Reset and Credit banned. Does it?

Nope. It's a huge waste of your time because lolcredits mean nothing, but it won't get you banned.

Recently more and more people have been being banned for doing things like that in Matchmaking.
I don't think that it will get you banned now, but 343 is probably catching on.

RIP Bungie Service Records. You shall be missed.

As long as it's single player, then you're safe.

Your post implies that they either don't know about it or know about it but haven't done anything about it yet.

The reality is that they know about it and don't do anything about it because it is actually allowed.
