This is something that annoyed me about ODST. Shooting one enemy once with a surpressed weapon alerts everyone in the area instantly to your exact position.In H3, the distance you must be from the enemies for them to not see you is quite big. Exit Sierra 117 and then try sniping. The AI will be alerted but they won't be alerted to your position and will resume casual stance.
In ODST, I don't think distance makes a difference at all. Due to the 4x zoom of the main weapons, Bungie probably extended AI hearing range immensely.
In Reach, the main problem is level design. The AI sight and hearing distance isn't as big as it is in H3 but there's no way to get the enemy in your sniper scope without entering their hearing distance range. Exiting the map at the beginning is all but impossible.
The CE sniper is not actually silenced. Or firing it up close to an AI wouldn't immediately alert them.
Rather, the CE sniper is at the least loudest setting. But one thing that makes it unique is that the AI noticed their comrades being sniped. If it weren't for dumbed down AI (they do not notice their buddies being sniped. They're intently focused on the player and his allies), then silenced effect on weapons would be viable again.
