Here's the issue;
The arbiter exclaims that he knew that the ark had "Rebuilt" halo because spark had told him and not told the chief. But then later when they go to halo itself you can see it's relativly big in comparison to the ark. Its relativly visible from the area around the ark and sticks out quite a fair bit.
How didn't he see it???

Because the Halo was hidden inside the Ark. It was released at the end of The Covenant.

Here's a good reference. You can see that the Halo is much smaller than the "center piece".

Right at the beggining of the mission halo from halo 3 as the chief and arbiters pelican are flying over the ark towards the ring which is directly above one of the arks' "arms" and they look the samme size.

It's called perspective things in the distance may be larger than they appear.

Master Chief pressed a switch which probably made something in The Ark release it.

Straight from the wandering mind of Watson 203

It could possibly have been propelled by some unseen variation of sentinels such as the Halo: Ghosts of Onyx variants or Gather variants from Halo: Bloodlines although the Gatherers are more like different units completely.
