I'm not exactly sure why people think that a public vote would be a superior system selection. There's no serious flaws (as far as I see) from the current process and the rabble of moderators we have now do their jobs fine.

Reminds me of the old maxim, "If it ain't broke don't fix it".

The StackExchange network is the only place I know of to have democratic moderation, and it works pretty well. (I'm only active on StackOverflow, one of the largest of the Q&A sites).

I don't think it would work to well with forums, as it would simply become a popularity contest.
