Ahead lies one little idea that is in my Funked up head, so feel free the bash and abuse it, i mean i can't stop you
Even though i realise that this is Very unlikely:
The Monitors have been floating around for some time since the "last" activation of the ring network, so given that even the Best tec would degrade over time and subcome to errors and such, is it too much of a jump to say maybe the monitors are rampent?
Or even take it to the extreme that They were rampent when the halos were first activated, and it was they who activated that halo's, then suffered some sort of memory failure, or damage, they forgot about it, rebooted and become "sane" again .... thus they follow precedure now, but they themselfs activated it the first time because they were rampent.
This "idea" could lead to some kind of Forerunner weapon that the Chief could use to kill the flood, e.g. the Forerunners were working on a anti-flood halo weapon, that targets the flood, not sentient life, but the Monitors said that they had to activate the Halo's now and "Cleanse" the Galaxy. Therefore killing the forerunners before they could use the Weapon?

Again I realise this is Very Unlikely and i may have made some spelling mistakes, but now tell me what's wrong, and what "could" work.. please
