I believe it's Future War Cult, or it might be Future War Council. It wasn't with the rest of the registered domains so I'm a bit fuzzy on the details.

I must be missing something, how did you guys find out what it means? Did you just look at the t-shirt description and The Community agreed on it?

Bungie registered some domains, and some of the new pictures and descriptions fit the domain names.
