I think if we do this, we as players need to have some kind of democracy or "council" for each faction. I think that sounds really cool and make it FPS/3rd person and it will be the Best gae ever.
I like the idea of factions trying to gain control but I think they need to have a good motive and backstory so it is like, what are you fighting for and what do you believe in.
I think (if Destiny is what we all think it is) each faction (if they really ARE factions) will have their own highs and lows, similar to how most people choose their paths in the elder scrolls and Fallout series games, along with most other RPGs.
But I agree completely. As I said in a earlier post, WorldofTanks clan wars has it's on diplomacy and politics chapter on it's forums. Allowing clans to set up battles and even pacts with each-other. A system like this would be great, maybe even an in-game menu like their is in WoT.

I don't know if, as the user above you said (I'm terribly sorry that I've forgotten your name), we could have actual people affecting land-domination, etc just because of how easy it is to organize WoW-like raids and destroy and area (especially if it's "permanent", in that it doesn't auto regenerate).
And politics happening in a forum...? I can't see that happening. As much as I dislike people who liken everyone on these forums to Reach-tards, I don't think we'd be able to handle any sort of political discourse, as informal as it may be.
The land-owning is quite game specific, but I do think it's a decent enough idea to be added into a faction based game. Tom Clancy End War tried it, so did M.A.G. It's a tough game mechanic, but when done well it adds something else to the game.
I don't think your giving the forum members enough credit. Besides most of the topics online are just embassies explaining the group and what they do, nothing more really. Most important clan actions are preformed in game.
