No, the Chief will never take off his helmet. It makes him a Universal Icon to players, allowing him to be whatever they want him to be. Black, white, tanned, etc etc.

As mentiond in the fall of reach John had white skin, brown eyes, brown/blackhair, and when he was younger he had frekels. (probably not anymore)

Unfortunately the books are interpretation of the Bungie Universe, mixed in with the creative liberties of the authors. Meaning that whatever gets written in the book is not what is in the game. And what is in the game is what comes straight from Bungie.... And I'm pretty sure they want the Chief to stay universal throughout the Trilogy.
just to let you know, bungiw worked very close with the authors making sure EVERYTHING was accurate, so know the authors interpretations of the spartans would be Bungies interpretations
