Actually, I believe legendary is cheap. Here's why. In normal, the enemy does a certain amount of damage as does your weapons to them. In legendary the only difference is that your enemies take more damage and their weapons do more damage. To put it simply, the only difference between any of the difficulties is the handicap that is placed on your player; with the exception of the co-op respawn in legendendary. A handicap is usable in multiplayer and it basically makes you more vulnerable to enemy weapons and yours do less damage.SO instead of the only difference being the handicap on your player during campaign, try making enemies, faster and smater than on easy. New tactics and weapons deployed to your enemies would make halo a much for fun, interesting, and deep game. That way, your player is not weaker and does les damage while your enemy does the same stupid antics as in easy as hide behind a box until you come out; giving your shields a chance to respawn. Anyone knows who's played lots of halo that elites are not very aggressive and killing them is ALMOST identical to the easy difficulty setting. I believe Halo 3 needs a much more dynamic difficulty system unique to teh series and other games out there. I also believe that making the enemies harder to kill is good along with the other things bungie has done with the difficulty, but that if it had varying A.I. or another aspect besides the handicap that the game would be better, and harder because of it.Phew
