Yes, you heard it right, the halos are useless. How did i come to this conclusion? well lets put two and two together here. if the forernners are dead, and the flood is still around, then what was the point of activating the halos?! now thats possibility one. Possibility two would be that guilt spark has gone "insane" so to speak over the years and is lying to the mc about halo's activation.

First, Cortana told us about the Halo's function. Not 343. He simply confirmed. There goes half your theory.
Next, the flood are meant to starve to death after the firing of the Halos. Did they? Yes. How do I know? Well, the Forerunner were in a galactic war with the flood. The Forerunner realized at some point, or after "exhausting every other strategic option," that they must activate the rings, and halt the spreading of the flood. The flood that we encounter on Alpha halo were small in numbers, (relative to the amount that would have been needed to overcome the Forerunner) and in incubation, thus surely prolonging their lives. Perhaps the infection forms live much longer, and in incubation, and freezing, they lived longer, which is why the flood had not yet completely starved to death and been eliminated.
Third, if the Forerunner are all dead, then the Halos are FAR from useless. In fact, they did EXACTLY what they were designed to do. WE just came around too soon
