In a way, yes.
Arena's maps were designed for use in 100 percent bloom, which means longer killtimes. It also means that distances between cover can be longer. Take Asylum's courts for example, or Uncaged's long ramp leading from lift landing to top elbow. In ZB, players in those areas will be lit up and killed so much faster because their attackers don't have to wait for bloom to finish the kill.
ZB is obviously more competitive, so logically it should be implemented in the only real "ranked" playlist in the game. However, I think that maps, weapons, and spawns (starting and respawn) would all have to be reworked to make ZB work. Basically, if you increased movement speed, took away sprint, and the likes and made Arena ZB, the playlist would be ranked MLG on non-MLG maps. This doesn't make sense, as ranked is competitive but non-MLG maps are not.
I think the best course of action is to implement the Arena ranking system into the MLG playlist. Arena would continue to have Arena rankings. Then, make Arena ZB with higher movement speed and all the MLG movement settings, but keep the newly modified Arena maps (Sword Base and Reflection need radical changes or possibly need to be taken out completely).
By doing what I've just described, you have made the MLG playlist better, and improved Arena as well, but also given competitive gamers better options as to what they want to play. "MLG 50s with 600/700 wins" would profit from better matches in the new MLG playlist, and semi-competitive players would be able to search in a new, fresh, but gameplay-wise, improved Arena playlist.
To me, it's a win-win.
