It is not Bungie's fault, it is the user's fault. Or, it is evident people aren't looking to join a new clan or group right now.
Nothing needs to be re-done and fixed, people just need to learn to use the forums available to them or to not use them at all. But if Bungie is already redoing and fixing things with the new hawtness, then why not give the classifieds another look? It's no inconvinience to them, they want to create their website in a way that stimulates activity, and it's very clear that the classifieds aren't working the way they should be.
It's simple really. Why should the classifieds be built upon the same forum system that all the other forums use? Forums are built for discussion, but that's the problem, discussion doesn't happen in the classifieds whatsoever, because there really isn't much to discuss when all the topics consist of "HEY JOIN MY GROUP!"
Furthermore, because only 25 threads are displayed on the front page, and because discussion doesn't occur within the threads, your group advertisements will quickly fall off the front page and essentially cease to exist, as nobody ever goes past the first page. This forces group leaders or their members to constantly bump the thread up so that it can continue to be seen, or to constantly recreate the thread, both of which are against the rules.
So what you're saying is that a system where you create an advertisement for your group and then 24 hours later that advertisement is gone is a good system to work with? It's our fault for not taking advantage of the classifieds? Nonsense. The system doesn't work, and there are a variety of ways that Bungie can reimagine it so that it would do a much better job than it does right now. Making the classifieds it's own thing rather than just a forum that is repurposed for advertisement would be a grand start.
