I don't know if there should be another difficulty - but I like the idea, and the name. Legendary should be as hard as your "unyielding," and heroic becomes the old legendary, and normal becomes the old heroic. Because I thought that the diffiulties were kind of warped in Halo 2, compared to Halo CE. Legendary was hard, and easy was easy, but normal and heroic were twisted. In Halo CE, my comfort level was normal, and heroic and legendary were attemptable, not impossible. In Halo 2, heroic was my comfort level. I just think that Halo 2's heroic=Halo CE's normal. It didn't take away from the fun, but I was kind of unprepared for Legendary on Halo 2 because Heroic was noticeably easier.
