Fred, John, Linda (wounded, but still alive), and Kelly (Sorta kidnapped by Dr. Halsey for unknown reasons). As far as I know, there are still 4 living Spartans.
Also, Sam was the first Spartan to die in combat. Fred is still alive.
Bosses are not so bad if they make some kind of sense. Tartarus, Regret, and the Heretic Leader on harder difficulties made absolutely NO logical sense when compared to the rest of the game. The Scarab, while not an official "boss" per se, was the best boss in the game. It made sense in nearly every way you look at it. The real bosses didn't, with Regret and Tartarus being the most difficult to believe.
Halo 3 should have bosses. Bosses like the Scarab, though, not like Tartarus. It is fun fighting bosses or boss-esque parts, but they should have you apply everything you've learned so far playing the game, not throw it all out the window while you do stupid repetitive actions to beat a cliche, stupid boss. One major thing that was wrong was that they were too darn different than their normal counterparts. The Heretic Leader was pretty good on the two easier difficulties (other than the fact that a hologram should not be able to hurt you) but the other two were pretty bad. No brute has shields but Tartarus does and it's an impenetrable shield that can only be taken down by one gun shot by one person. Even if you got the SAME gun and shot in the SAME place, you do absolutely nothing. If they wanted to make Tartarus harder to kill than a regular brute they could have done something more believable, like making his weapon more powerful or make him have have a cloaking device, and have him no more resiliant than a normal brute.
Imagine, Tartarus with the natural resiliance of a normal brute, cloaked and hard to see (maybe even throw in some smog and dim lighting) and surrounded by n number of honor guard brutes. Hard enough to be the final battle and climax of the game, but not stupid and nonsensical.

I don't think a Spartan Flood form would be very good. First off, where did the Spartans, besides MC, come in contact with the flood. Also, like someone already stated, it would be no more powerful or dangerous than an elite flood form. Would be kind of interesting to see, though.
