The proper and true Halo Canon policy is not a list of arbitrary and dogmatic assertions about a list of video games and books, it is not something that depends on Intellectual Property and Copyright laws (laws that would falsely portray 343 Industries as an authority on canon), and it is not predicated on the subjective whims of fans who enjoy to "pick and choose" what is canon by the standard of hedonic value...
Rather, the true Halo Canon policy is one that selects, by universal, absolute, and methodical process, those canonical artifacts which faithfully portray the true Halo Canon in accordance with its established identity. Yes, imperfect people like us must apply this process to imperfect artifacts, but that is the reality of the process. I have written extensively about this and you can read more here if you'd like, but let me put it into more digestible terms:
-Copyright laws do not enable any company to dictate the canon policy of an established canon without restraint
-The Halo Trilogy is the most accurate, faithful, and canonical artifact
-The presentation of the Halo story ends with Halo 3; that is the end of the canon.
-Bungie et al. may publish their own canon policies and rankings, but these serve only as statements on behalf of the canonical authors about the intended message of their creations - you must pay attention to these statements, but also remove yourself from them and pursue a more holistic and logical canonical analysis from a neutral point-of-view. This was rarely if ever a problem in the era of Bungie Halo games.
