They sometimes have gold elites during wave 5 in firefight arcade.

Their exclusion is disappointing but Bungie had the opportunity to include them in a Firefight esque encounter but botched it.

Zealots should have been in Lone Wolf. The ending cutscene even depicts a Zealot! Or at least sword Elites. Neither of them were options in Firefight.

The final stage of Lone Wolf (Elite Generals) is just a blatant copy and paste from Firefight with toned down severity (concussion rifles instead of fuel rod guns) yet increased annoyance (concussion rifle shots everywhere).

There is no canonical explanation for the excess number and presence of Generals. Zealots would have been far more consistent given their deployment in the later stages of PoA.

Isn't it interesting how Generals never appear in cutscenes?
Isn't it interesting how common they are yet they're never recognized as high priority targets (the Zealot on TotS is marked by a waypoint and is an optional objective)?

Generals were thrown into Reach purely for gameplay reasons. They do not have canonical existence! They stole glory from Zealots. This is a great heresy.
