i think that instead of jerking you back and forth abruptly between master chief and arbiter, there should be two seperate campaigns, so you could play the human campaign and the covenant campaign seperately, let me explain:
it would be the same story but you played through it with 2 seperate points of view. you would play through the war as master cheif and do his part, mean while the arbiter is still doing what he should be and succeeding. then after you beat it you could play through again as the arbiter and play through his little missions while the master cheif goes about succeeding.
there could still be scenes where they meet too, like the monument scene in halo 2, you would beat a mission as the master cheif and there would be some scene including the arbiter. then when you play as the arbiter you would see the exact same scene around the same time through the campaign

I got a better idea, NO Arbiter. Halo 2 would have been so much better without him.

how about if you play through on legendary, and beat the game,
you get a bonus level that is either at a point in the distant past/future
or you get to play as the arbiter or another character
or both

just a fun bonus mission for Legendary players
