Possibly.
There's no doubt I like it more than the DMR, due to the fact that the bloom is next to nothing.
Now some people dislike that, claiming that the absence of bloom allows for spamming.
They're wrong.
Bloom is a very finicky thing.
Bloom allows people to aim AROUND the hot-spot yet still hit the desired spot, bloom takes skill out on one side of the battle, and that has negative effects.
Now, one side may very well still apply skill, time their shots with the DMR and win, but still, it's not a sure thing, the person spamming mindlessly with the DMR and being far less accurate or skillful may still prove to be the winner.
The BR takes that out of the equation.
Now that isn't without it's merits when applied correctly, but as it was applied in Reach, I feel it made things worse.
With the BR, it's head-shots or lose.
You face someone, you both go for the head, the better man, or woman respectively, wins.
That's just my opinion on things.
Will it DOMINATE proceedings?
No.
Being the best all around weapon does not equate to domination.
The Assault Rifle will still be more effective at closer ranges.
It seems the DMR will have more long ranged applications.
The Covenant Carbine will serve as an equalizer to it, possibly a more close ranged variant.
No one weapon can dominate, the person controlling them can, though.
