I visit regularly, so I don't think it's just awful. However, I do find myself visiting the Community forum and private groups for better discussions. There are smart, intelligent people there; you just have to wade through the idiots to find them.

That's hardly a reason for this "the sky is falling" mentality that this place reeks of at times.
While I'll admit that I've overreacted to the Flood in the past (and you've rightfully called me out on it), I still maintain the opinion that while it is nowhere near as bad as some (including me) may make or have made it out to be, it is also not as great and law-abiding as others try to convince the former that it is.

There are several factors that lead to this fact that the Flood breaks more rules per capita (in my experience) than any other forum on here, none of which are the fault of the mods or Bungie itself. The first of those factors is the speed of the forum (and, in line with that, it's population). Playing "Where's Waldo?" in a room with Waldo and three other guys is exponentially easier than playing "Where's Waldo?" in an open field with a thousand people, a hundred of which are dressed like Waldo.

The second factor is that you can discuss practically anything, even politics and religion (for a while). These kinds of things bring in people who like to debate things and generally argue (more so than the Septagon does, but maybe not so much as the Reach forum did). When you bring in people with polarizing viewpoints who like to argue, you run more of a risk of bringing in people with extreme opinions and adamant feelings about the truth behind said opinions (and the falsehoods that everyone else's opinions are based on). This leads to very unconstructive discussions, which can lead to the undying resistance to hear-out the other person in a discussion, which can lead to flaming, which can lead to hate speech, profanity filter evasion, etc. etc.

Another thing that doesn't help the situation is the fact that once "bad" people are there, there's virtually no way of getting rid of them as long as they know how to make a new email address and clear their cache. This isn't Bungie's fault necessarily (or at all) because I can't really think of a system that would work that isn't also easily exploitable that doesn't get rid of a segment of the community (I.E. only people with Gold Xbox Live subscriptions linked to their account can post in the forums and other similar things that've been suggested).

The final reason I think that the Flood is the way it is and subsequently "worse" behavior-wise and rule adherence-wise is the mentality that the Flood has created and people's ideas and notions about it. If you were to go try to be the next John Cena, you would do it in the Flood, not the Community. If you were to avoid the profanity filter, you would do so in the Flood, not the Community. The Flood is known as a place where the mods aren't as present (whether that's true or not), so rule breaking and outlawed discussions and spam is more likely to occur there than it is in other Forums.

I realize the place isn't a cesspool but it could do with a bit of tidying up (not that that's necessarily possible).

You take this place too serious. It's an off-topic forum. You're going to get off-topic weird stuff in there.

I don't think so.
Someone bypasses the spam filter in the Septagon = definite ban. Someone does the same in the Flood = most likely won't get caught.

That isn't a problem with the forum, that's really a problem with pace. If the community forum were to exhibit the same amount of posting, you'd have the same result as you currently do in the Flood. Being part of a larger herd means there is less of a probability of you getting caught.

The Flood is a nice vacation spot, I go there every now and then. Not a bad place and there's some cool cats there. But it's not my kinda town for prolong stays.
