I think by the events of Halo 2, Spartans and ODSTs worked together for so long (relatively) that the ODSTs for the most part probably didnt care. Not to mention the fact that the Master Chief became a literal legend of the war by the end of Halo 3, with the memorial and whatnot.
Thus, given that the Spartan IV program used volunteers, word would have to be passed around the UNSC that they are accepting volunteers. Therefore, it is possible that a good number of IVs are known by normal UNSC personel. Not only that, but the reputation of being a Spartan probably made it so that most would look up to them as the best soldiers that the UNSC could field while retaining the human aspect of them being the guy that they had lunch with or something.
If anything, the human aspect was what the Spartan IIs lacked and was what made the other UNSC personel uneasy with them at first, since they were described as being very secluded from the rest of the UNSC in terms of interactions with other personel.
