I'd say the Halo 3 community will survive, albeit in a dwindling fashion. Haven't read to many details about Halo 4 to be honest, but if they include unlockables like those in Reach where one have to farm achievements in earlier games I guess they'll give both new and old players alike some incentives to go back and play these.
However, I think the "threats" (or whatever one might call them) to the continued existence of a stable player base for Halo 3 goes beyond new sequels in this franchise. The Xbox 360 is, to put it mildly, saturated with shooters of all kinds. The mere fact that people (although not that many) are still playing games like GoW 1, Halo 3 and CoD: MW despite that dozens of shooters have been released since stands IMHO as a testament of sorts to these games enduring capacity to draw interest. These games were released relatively early in this console cycle's life span yet still get their fair share of attention.
That said, I still think that sooner or later these games will be "put to rest" for one reason or another. If not for absence of players then perhaps for reasons of a technical nature. They might close down the servers. And then there's the issue (and I know I'm looking far ahead with this one) of backwards compatibility on the upcoming Xbox. Anyone who's played an old xbox game on the 360 is probably aware of the uneven emulation performance.
