Hitscan unscoped, and possibly out to a certain distance, but it sure as hell isn't hitscan when you're sniping across all of Hemorrhage.

Are you sure about that? Here's the wiki article on hitscan, which coincides with my understanding of hitscan, which is basically: when you pull the trigger, the physics engine extrapolates that trajectory and detects if your reticle is currently over a target; if it is, a hit is registered, otherwise it isn't. My understanding is that in Reach, if the reticle turns red, then the weapon functions as hitscan (which only happens out to a certain distance with the sniper rifle). Barring that, the actual bullet trajectory is calculated and travelled. This is both necessary because Reach tracks bullets to their destination for ricochet effects, as well as the fact that in Hemorrhage, you have to lead somebody by well over 4 feet to hit them if they are moving across the map.
So that most definitely is not hitscan at that distance.
