It's probably, but Mendicant Bias has already betrayed the Forerunners (as far back as Cryptum where he attempts to destroy the Capitol). Since it's a plural term ("allies"), I think it could be referring to something else entirely.
Oh yeah, I forgot that it was he who lead the attack on their little head planetoid.

In the terminals he was going around attacking the forerunner planets with the flood. He didn't do this in primordium, it was even implied he was helping the flood out of confusion not seduction.Confusion? And with that you mean that he believed the Gravemind's/Primordial's solution to galactic peace, was truer to the Mantle than his masters ways?
The underlined part is furthermore what I interpreted as his actual betrayal, but as Ajw reminded me of, he had already lead an actual assault.
A though just hit me; what would "unexpected allies" be anyway? It couldn't be just another enemy, that wouldn't be unexpected. So, what if it's a reprise of Halo 3 (at the end of The Covenant), I mean, what could be more unexpected than the heroes teaming up with the Flood, or something similar, to defeat their common foe, which in this case would be the Master Builder? It would have to be in the first or second act however, cause in the third, we already know what happens, however vague it is.
Not that I have any evidence, I'm just throwing out a possibility...
EDIT: MAC Blast's ideas sounds pretty plausible too.
I've been a supporter of the Precursor civil war idea for quite a while now. Btw, does someone recall exactly how the prisoner was prisoned? Is it clear that it was by the Forerunner, during their rebelion, or could he have been prisoned before? If it's clear, just forget the last paragraph...
