In the Halo story we are led to believe that the Halo's are built as a last defence. This would require constructing them as quickly as possible.
My question is why did the Forerunners waste time making the Halo's like a whole planet with landscapes, weather simulators, vastly difffering topography and stuff like that. Why not just create the ring as a weapon but a whole virtual world?

I kope we get insight into this in Halo 3.

When you hear the words "fortress world" conjuncted with the Flood, you kind of expect something like the Death Star. The surface of Halo would be completely metallic, with gun emplacements all around to combat outbreaks and to prevent intruders from landing.

But that would be too boring.
