Halo 1 ran good at 30 (mostly). Halo 2 ran smoothly at 30. Halo 3 at 30 will be fine as long as it stays at 30 with no visible drop. I mean, you may notice a difference if you are staring at a PC monitor, but then you will be about a foot away from the screen, not 10 feet from the TV. If they leave it at 30 and do a bunch of other cool stuff that wouldn't be possible if it was over 30, I say go 30. If they leave it at 30 and it never drops, I say go 30!. If they leave it at 30 and it drops a lot, I say, you dont need FSAA. Lol. anyway, those are just my ideas.

Also, frame rate depends on the monitor or television that one is playing a video game. My LCD has a bad refresh rate and I like to play on my old tube. One can't go beyond the refresh rate of his monitor.

I have been reading whats been said. It would have to run at 60fps because I think thats what 720p runs on(if i am wrong please correct me).
Plus when I was at my friends house playing call of duty 2 and it ran at 60fps and the game play was nice and smooth.
