The misunderstanding comes from Bungie day last (I think?) year. If you logged on during the celebrations, or clicked some button in your profile on B.net (can't remember which), you got blue flames on your account. But in addition to that, you could give away the star icons for your player bar in-game (previously reserved for Bungie employees). You could gift them to something like 5 friends.

So that's probably where the wires got crossed and these misconceived threads keep coming from.
