I really wouldn't care either way if there are more Spartans in Halo 3 or not, but I wouldn't put it past Bungie to find some way to incorporate new Spartans. The argument that "they won't because they said they won't" is a little too closed-minded in my opinion. I'm not saying they will, I'm saying they could.
Master Chief arrives on Earth, he dispatches the Prophet of Truth or leaves the Prophet of Truth's Forerunner ship, a superior Officer (let's say Lord Hood since he's already in the game) informs him that we need some sort of reinforcement. A shady discussion takes place between some members of the higher-ups, a diabolical-looking AI among them. Master Chief is then ordered to hot-drop to a location on Earth (in Europe, let's say) to organize a battalion to strike against the Covenant presence in Africa. Upon arrivalhe is led to a drak hall and enters into an eerily lit room where several people are suspended in stasis tubes. The Master Chief walks midway into the room, and we see a Profile shot of him, with the Stasis tubes on Camera right. There are maybe forty of them in view, suddenly flood ligths click on in succession moving down the hall. The camera changes focus to draw attention to the objects being illuminated. Full sets of Mjolnir Mark VI (or VII) armor. An orderly or non-comm staff then walks in next to the chief and says:
"Spartan III's, sir. A total of Ninety-two survived the trainin process. Flash-grown clones. Strengthened by electrical stimulus and bio-mechanical implants. Trained by holo-vids taken from your experience, and projected directly into their subconcious minds. You may take charge of your troops, sir."
That's one way I think it could happen, I'm sure there are other. That explanation has only one character from the books, and if you can't figure out who it is, then obviously it isn't bothering you too much, which was entirely my point. Bungie could introduce new Spartans without every casual gamer's head exploding. A casual gamer would see this, and think, "Oh righteous!" or "Damn, I thought the Master Chief was the only one, well, let's see what happens." I doubt they would say, "More Spartans, I would not give any Spartan other than the Master Chief the time of day, let alone continue to play this cesspool of a game... Good day to you Bungie... I said GOOD DAY!" If anyone was confused by my fan fiction, I'd like to know what holes I need to fill. I think that script would take a maximum of two cinematics. Is that too much for anyone, especially since you sat through four at the beginning of Halo 2.
