I think part of the original thinking was that they were scared that not enough people would play matchmaking. I know that sounds silly, but for the matchmaking system to work, enough folks would need to use it. Remember how many fewer people were on Live pre-Halo 2. Halo 2 basically made Live. But before Halo 2's release it was not a sure thing.
Personally, I would never use it. I either want to play people and then get out or play with my friends. But I don't have any real problem with this option now that the base of people with Live is large enough to support it.
