I'm not so sure about thief, but fable isn't cel-shaded or cartoony.
Well, the character models have big hands, but they look realistic for the most part. Anyway, the general idea behind fable is: You lose your parents as a boy and your general goal is to find the people who did it. You can do ANYTHING (think Morrowind) you want and your character as well as the world around you will change depending on what you do. Be evil, you get horns and townsfolk are terrified of you. Be good you become handsome (and even get a halo of light if you're REALLY good) and the townsfolk-especially women- love and admire you. Likewise, you age in real time, get beefy by using heavy weapons, become thin and agile by using the bow, and grow old and grey from using magic.
The game has a ton of promise. There are a few small framerate issues with it right now, but those may be fixed. Unfortunately I think P-MO will have to make too many concessions to make the game actually possible to make. I think it'll be a great RPG, but I'm very skeptical about it being the best.
