I disagree.
Anytime you post any topic other than what that forum is established for, it is to be locked for being 'off topic'. The Flood IS the off topic forum., not the Community.

Nearly every single time the Flood is dragged into the Community it is not about the Community, but something that should have stayed in the Flood. Now any grievance or improper subject matter that started in the Flood is amplified in two forums rather than dying in the one where it originated.
