Personally I would like to see some AI for Custom Games like in Timesplitters and Call of Duty. Imagine how cool it would be to face Spartan II's with Linda or Fred as their names?

Unlimited materials would be next to impossible, unless there was still the money cap. But still, this is not the best idea.

Vehicles, on the other hand, would be cool. But no boats; Spartans can't swim.

The only reason why items are limited is that they could crash the game. Plus, Forge is a mp based game mode, which means online. Notice Reach Forge maps can have a lot of lag online.

I've played plenty of modded Halo 3 map variants offline and made some of my own. It was very fun having 30+ scorpion tanks to choose from. But imagine if this was online. The likelihood of a crash would be very high.

On the other hand, don't H3 modders play their map variants online with no side effects? It could be the fact that what is established is recognized by the game. Kinda like how having 20 scripted AI can overload a game faster than having 50+ non-scripted AI. After all, objects modded in don't respawn if destroyed.

Personal favorite idea: Customize-able vehicles.

Hear me out, don't write this off too quickly.

Instead of just having the same sandbox we've had since halo 3, give or take 1 or 2 vehicles, take several vehicles from several games, cut them into segments, and make a vehicle building system for the game. Of course there would have to be something to re-size pieces to fit in a way that works.

For example: take a falcon, hornet, pelican, and saber, and cut them into sections: Wings, Cockpit, midsection, and tail. Using this, you could combine the wings and midsection of a hornet with the cockpit and tail of a falcon, add a gauss cannon and 2 machine guns, and boom you have a hawk from Halo Wars.

Or take a scorpion tank, and mount a pair of Rocket Hog Turrets on it, anti air scorpion.

Yes the potential for OP vehicles is there, but this would allow for a potentially greater sandbox than we've seen before.

Also, who could forget Hell Hornet or Super Scorpion?

Or Hornet+TT Hog and Armored Hog?
