When Halo 3 was shipped. 2007-2012.

My name is Mark Mezzetta and I was a beta tester for Bungie's game Oni and Take Two's game Myth 3: The Wolf Age.

Back at the end of 2007, Bungie's president Harold Ryan stated in a interview that Jason Jones was leading a core, senior team (around 20 guys) and they have been working on a new IP during Halo 3 development. Since Halo 2 was released in 2004, this game's prototype could of begun early 2005.

This is how we know this game will be GRAND.

After Halo 3 was released, Bungie had well over 100 employees and they split up into three teams for ODST, Reach, and Project Tiger. Only when Halo Reach, almost all of the 200 employees moved onto Project Tiger.

No one really knows for sure. Some think it was since Bungie was founded, others, since 2007. Here's a really good thread about it. I think it will answer most of your speculations.
