In Halo: Combat Evolved, Recoil on weaponry was abysmal. It made for easier aiming and no need for auto aim. It also rendered weapons such as the Assault Rifle, and the Shotgun useful.
Halo 2 has recoil, as demonstrated by the SMGs ability to kick up. While this does add more strategy and realism to the game, it also caused the need for more auto-aim and less accuracy when shooting.
Both are equal, offering no real benefits over the other, except for cosmetic value, and storyline realism. Each has pros and cons, less accuracy needed when there's auto aim, but you can fire more simultaneously when there is no recoil at all.
Now we come to the realism part:
In real life there is recoil on weaponry.
However, Master Chief is a genetically enhanced super-soldier who is inside a powerful suit of Mjolnir Armor. This armor is shock resistant, damage resistant, strength boosting, speed boosting, reflex boosting, etc.
It makes sense that he should not experience kick-back or recoil, because he should be able to contain the weapon. I mean if he can flip a tank, or fall five stories without damage (Halo 2 only), he should be able to control a sniper rifle or an SMG.
I think we need to throw out Recoil, as the Master Chief is genetically enhanced, and wearing enhancing armor, there is no way he shouldn't be able to control an SMG. So in all, the recoil system from Halo: Combat Evolved is what I believe should be used in Halo 3.
