I refer you again to Page 2; section 2; sub-section 2.1; clause b; sentence 2. They will contemplate whether or not it's technically feasible to even release it in Fall 2014. A simultaneous launch is so far removed from what is likely that to hope for it is silly and unrealistic.
Just because a contract from over two years ago says that they will try to get it up and running by a certain date does not necessarily mean it will happen exactly then. There is nothing concrete about if and when a certain copy will be released. We must wait from something official from Bungie? For all we know, they hired more than expected PS3 engineers and are working on getting things up to speed now. Until it is OFFICIAL by Bungie, we simply do not what their exact release plan is. A contract from 1975 and a contract from 2010 are both equally applicable today in 2012 (given that they both have parts in them making it so). Also, I don't think it necessarily makes sense to dive right into the PS3 market, a market that Bungie has no experience in and undoubtedly has gotten some level of built up apathy from, due to the fact that all the Halo games were Xbox exclusives.
It makes more sense, IMO, to release the first one on the 360, build some hype, have one or two people here or there know that they're making a PS3 version, and then announce/release it publicly when the hype-train is operating at full speed.
