No by 2552, energy weapons seem to be a bad choice(Obviously it just does not seem logical for the UNSC to design and operate these for some reason). the guns are semi futuristic(its the small things that count) try looking closer at the guns in Halo 2. The weapons that rely on combustion have been refined well. The projectiles are definitely faster and harder without over heating the weapons.The SMG is caseless. Bungie wanted the game to be as realistic as possible. And so they didn't go too far with th technology aspect. The "future" for the UNSC right now (armamently<Is that even a word?> speaking) are magnetically accelerated weapons. At first only ships and MAC platforms could operate these weapons, as the energy required to use them is immense. A breakthrough with this is the Gauss cannon. That said, there may be handheld MAC-based weapons in Halo 3. Also consider this, by the late 23rd-24th century. Things are beggining to pickup. The Nations are United as one-effectively stopping "Real" full-scale wars. Today modern nations still threaten(or seem to threaten) other nations and their investments. This keeps the weapons being developed and perfected. in 2552 all thats left are rebel insurgencies...like Al-Qaeda and other terrorist/rebel groups of today(they cause trouble, but nothing that should concern full scale bombardment,nuclear attack or the invasion of 1st or 2nd world countries. The government budget therefore isn't that great with the military. Enough ships to control piracy, and the big one... The SPARTAN II project to ensure a safe stable future. Thing here is, thats still not that much money going into the UNSC- and for good reason...there is no enemy to fight. Money instead is spent on colonisation, better personal technologies ie smaller iPod's with bigger capacity you get the picture. (bviously this isn't government funded, but if the consumer seem to be concentrating on things like this more money will be going into these stuff... and more smart people who should be helping the UNSC design weapons,ships etc are caught up in this stuff. Ultimately the UNSC was caught unaware by the Covenant, only then did they start picking up on making technology. At that point we still use relatively primative weapons. So by 2552(Halo 2) the weapons aren't as advanced as they would be if weapons technologies were accelerating like they were today.
