Talking tactics with weapons is easy and in fact, the weapons haven't changed all that much, they're just easier to use in combination now. Everyone out there is putting up a thread about new weapons in Halo2 and how cool they are and what they'll be using. I think what's really interesting at looking at the entirely new features and seeing what you can do with them.

--Jumping:
Since you can now jump almost thee times as high (and presumably fall at least that far) you have a large number of tactical options opening up.
1.) High Ground Advantage. With your new leaping abilities it's much easier to get up on top of the scenery. Use it and get up their to rain death down on your foes.
2.) You can now jump over your opponent's head. He loses sight of you and must rotate to find you. When your enemy can't find you he's helpless.
3.) Rockets: Sick and tired of those buggers who always use the rocket launcher? Well, worry no more. Rockets fired directly at you are easy to dodge but those fired at the ground beneath your feet are not. Experienced players know that by jumping away from an explosion you can survive losing only your shields. Now that you can jump three times higher you can avoid even more damage. (Just don't jump prematurely or he'll just fire where you're going to land)
4.) Vehicles: In addition to being able to leap up to places vehicles just can't go now you can jump clear over a speeding ghost and maybe even a warthog. Now you can let them boost right at you, leap up into the air and shotgun down right on their heads.

--Vehicles:
1.) They're here, they're destructible. They're an extra block of health that takes the hits for you instead of your shields. Now you can use your vehicle to hammer into a fight without taking hits on the way there. You leap out and he's done nothing but waste his own ammunition. Sweet. Even rockets don't kill you while in a vehicle unless you let them smack the rocket directly into the driver's seat.
2.) Parasiting. Board the back of your enemy's rocket hog take a few pot shots towards your friends missing horribly to let your driver think his buddy is still up there and then let him drive you back to his own base where you can unleash the havoc!
3.) Ramming! It looks like vehicles that crash into each cause damage. Now you might be able to suicide slam your warthog into the tank! Talk about a distraction.
4.) Car Bomb. Blow up your abandoned vehicle in the midst of your enemies or slam it into a destructible wall and let it explode. Just think of Lord of the Rings, the Two Towers. The White Orc has nothing on this.

Now... this sort of thing is much more interesting

The weapons have new tactics you know; both offensive and defensive.

You have to be aware that you can't melee attack or use grenades, as well as reloading takes longer, the cost of which would gain you more firepower. Also it gives you a higher tendancy to be exposed for more shots being entirely defenseless. Plus there's always the give or take of using a covenant weapon combined with a human weapon. One to take down shields the other to kill him quickly. Dismissing it as a simple strategy change just makes you seem like you'll be the one at the bottom of the scoresheet come November :P

I didn't say they were unimportant... only that every Jim-Bob Joe was putting up threads about the new weapons and what combinations would be most successful. This is something more original.
