under what circumstances does this happen to an account?

I think after a long enough period of time (yr?) of complete inactivity, the account is deleted... I guess it frees up memory for the web team..

Doesn't happen anymore.

It use to be if you're account wasn't active (hadn't been signed in to) for a year.

I thought it was a more logistical reason than it was a moral reason that they changed it. I could be wrong.

Its kind of annoying going through old threads and seeing Anonymous users. I'm glad account deletion was removed.

No - bungie.net doesn't store the WLID logins (the email you're referring to), so we can't help you get them back if you can't get them back through WLID support.
