Call of Duty has low player health and huge damage on the guns. In CoD, even a shotgun can kill in 2 hits at medium-longish range with the right perk setup.
I think the main thing is that in Halo, weapons have a much more defined niche, and there's no all-purpose weapon. The BR/DMR is by far the most versatile weapon, and even that has its limits.
Also CoD has ridiculous aim assist, so it's more about who gets the first shot off than who has better aim. Couple that with slow movement speed and horrid acceleration, and strafing becomes useless/impossible in CoD. But to not make moving your character feel like driving a tank, they add in a miniscule amount of health and use the excuse, "It's realistic".
On a team level, Halo takes by far more teamshotting, communication, and general co-operation. No one would want to sacrifice their precious ACR red dot with deep penetration in CoD, so the developers cleverly made the flag a "pocket item". Also, the tiny amount of health means that even if I lose a fight in CoD and get the enemy "one shot", unless my teammate knows the exact position in the room that the enemy is at, he will enter onto a level playing field. Add in the camouflaged characters, terrible environment design (just look at all the headglitches and trick spots), and the ability to go prone, and you have yourself one helluva "Where's Waldo" situation.
TL; DR- CoD is literally dumbed down in every conceivable way from Halo to appeal to a larger fanbase of kids. Because why should they care if the game infuriates you, they already got their money.
