After hearing how the human weapons' strength has been made closer to that of the covenant weapons (at least in multiplayer) and witnessing how quickly an elite was dispatched using dual wielding (again, in multiplayer), it occured to me that Bungie might be making single-player halo 2 too easy. Of course, it's very early to be making absolute judgments about a game mode we haven't heard much about. It's possible to kill an elite in Halo 1 with "weaker" weapons by using a charged plasma pistol immediately followed by the human pistol, but this required good coordination when switching weapons, good aim (head shot), and the plasma pistol had to be recharged before the process could be repeated. With dual weilding, it seems like the process of killing an elite quickly could be reduced to holding down the fire button for a 2-3 seconds.
I'm sure Bungie is spending more time thinking about balance issues like the above than I'd ever care to, but the pessimist in me can't resist....
Judging from the gameplay movies, It looks like the whole pace of action might have slightly increased, so perhaps the increase will help keep the difficulty level--on legendary, at least--high enough.
