If you want to create a new level, you will have to start in 3ds Max. If you just want to take an exsisting level and change some things around, just HEK and HEK+.

You need HEK+ if you want to modify existing maps. You can find anything you want on halomaps.org

one word...i think a URL is one word...anyways halomaps.org. it has everything you could need from tutorials, to actual products, to,obviously, maps.
