While my photoshop does quite literally 0 justice to the game in mind, bare with me here. The image depicted delves into the 'conversational' aspect of the game.
The style in question will go more towards the GTA/L.A. Noire gameplay. The world will be open to roam, but each world will be 'dream level' specific.
1. Gameplay:
The campaign will span multiple dream universes. You will be given instructions to extract certain pieces of material from the subjects dreams. Your team will supply you with information before each mission, giving you places to go and people to speak with. Some people will just give you information triggered by codewords, others you will have to engage in conversation with, saying correct things to get to what you want (L.A. Noire style)
Each dream world that you enter will have pieces of information that you need for the endgame, meaning that all dreams are connected and needed to complete the ultimate objective in the 'real' game world.
Objectives aren't limited by time. While the movie explains dream time, we'd eliminate any sort of time constraint to open up the possibilities of free roam.
After objectives are completed, this dream scape will be added to a memory bank and can be accessed at any time. This would add some re playability in terms of scavenger hunt style objectives, or just going back to free roam certain areas looking for extra clues or information that can be utilized in other dreams.
ex: replaying dream 1 and noticing a newspaper with the headline of 'Remember to call justin about x', jumping to dream 3 to notice everyone using a payphone is having the same conversation about x. Would this necessarily effect the outcome of your endgame? No. Just a fun easter egg.
2. Feature related to the movie:
A. Throughout the movie, we are presented with many tiers of dreams. The first that really comes to mind is when the new architect is being recruited. On the fly, you can select portions of your environment and change them as you see fit. This can be creating bridges, altering buildings, what have you. You just need to make sure that when altering your environment, you are doing it in such a manner that the dream inhabitants aren't disturbed by it.
You may ask 'What exactly does this mean, dmg?'
Alright. Let's say you're taking a portion of your dream world and altering it by 90 degrees. If done too fast, too slow, or not finished entirely before disturbed by an enemy [we'll dive more into that in a second], the dream inhabitants will know something is going awry. People will look at you, bump into you, etc. Anger will slowly rise if your work isn't completed in time.
Another example could be 'building' a bridge by using mirrors, but having said bridge intersect a building. If not angled correctly, you could literally eliminate the bottom portion of a skyscraper. Physics would not allow floating buildings, and you'd be caught for the architect you are and destroyed.
B. Creating Weaponry on the fly -
To balance this out, there would need to be some sort of dream currency. At this point in time, I have no idea how to work that out, but it would eliminate the player 'dreaming up' rocket launchers and ONLY using rocket launchers. More than likely it would be the player approaching a member of the team to obtain a weapon.

3. Enemies
A. Dream Inhabitants - explained above
B. Law Enforcement - This goes into the GTA feel, You're a member of the dream society. If you break laws, you will be followed.
C. Dream Security Teams - Certain dreams will be protected by these enemies. You will constantly be pursued by them, and need to be crafty on how to take them out
All in all, this would just be some crazy ass ride. Would it deal with the same characters from the movie? No. Would it be fun? Maybe.
I'll make some 'legit' screenshots when i have time. I hope you find my initial one comical.
edit- upon further consideration, this would almost be close to an ODST style game. While the dreams would happen in a specific order, the 'Real' world would be your hub, the 'dream' worlds being mission specific but still giving you the option for roam.
