In Halo 2 i saw how the infectous forms of the flood were able to take over the bodies of dead flood members. I think that in Halo 3 they should be able to take over all dead bodies (unless they are completely destoried of course)

they can already take over dead bodies.

Not a particularly good idea but only because it's already been established by Cortana saying "Look, they're dragging the bodies into the corners".

The flood have to transform the dead bodies into something they can use first.

agreed, but in the books they seemed to take people over fairly fast

I think they have to take the dead bodies to one of those flood brain things that captain keyes was killed by and it turns the bodies into flood.

no i dont think so because it would take forever to take over a human/covenant. But i dont no.
