I pretty much knew this from the get go. Halo Wars came out in the same year as ODST; although the release dates between the two is months apart. During interviews, whenever Bungie employees were asked about their feelings on Halo Wars, they would simply give vague answers that would turn the focus on ODST.
I'm sure the opinion on Halo Wars was based on individual employees alone rather than the entire studio itself. Bungie pretty much knew their franchise was out of their hands in 2008/2009. And the fact they were working on two Halo games at that moment in time meant that they weren't too interested in giving opinions on a Halo game not made by them. They also have every right to complain about a franchise they created.
If it it were up to Bungie, they would never make a Halo game after Halo 3 or Reach. And if they did, we wouldn't see them return to the franchise for a very long time.
Personally I found Halo Wars a very mediocre RTS game; even for a console RTS it was average. However, Ensemble did manage to streamline the controls in a way that made the combat different than other RTS games on consoles.
